Admission procedure for B.V.Sc and A.H

GENERAL RULES FOR ADMISSION TO B.V.Sc. & A.H. DEGREE COURSE
(FIVE YEARS' DURATION)
AT COLLEGE OF VETERINARY AND ANIMAL SCIENCE, BIKANER
AND
VETERINARY COLLEGE (S) AFFILIATED WITH
RAJASTHAN AGRICULTURAL UNIVERSITY, BIKANER

1. Number of seats

A. College of Veterinary and Animal Science, Bikaner

  • Regular seats- 60 (Sixty).
  • Payment seats- 15 (Fifteen)

B. Affiliated Veterinary College (s)- At present, Apollo College of Veterinary Medicine, Jaipur, and Mahatma Gandhi Veterinary College, Bharatpur with intake capacity of total 60(Sixty) seats in each, are affiliated with Rajasthan Agricultural University, Bikaner. In each Affiliated College, 30 seats are regular seats and 30 seats are management seats. The fees structure applicable for particular session shall be notified and announced by the respective college before/at the time of counselling.
Admission to the regular seats of the B.V.Sc. & A.H. course programme of Veterinary College (s) affiliated with Rajasthan Agricultural University, Bikaner shall also be done by the UG Admission Board of RAU.
In the event of affiliation of any other Veterinary College (s) at the time of admission, the name (s) of such Veterinary College (s) and number of seats sanctioned in them will be notified at the time of counselling. Admission on 50% seats in affiliated college will be done through RPMT/RPVT merit following clause 2 A (c)

2. Reservations:
A. College of Veterinary and Animal Science, Bikaner
Regular seats
(a). Seats to be filled up on All India basis
15 per cent seats are reserved to be filled on All India basis through common entrance examination to be conducted by the Veterinary Council of India, New Delhi under clause (8) of Minimum Standards of Veterinary Education (Degree Course- B.V.Sc. & A.H) Regulations, 1993.

(b). Seats to be filled up on Rajasthan basis
After deducting 15 % seats for Veterinary Council of India, New Delhi as mentioned above under clause 2-A.(a), the remaining regular state seats shall be filled through RPMT/RPVT maintaining the prescribed reservations.

(c). Reservations on regular state seats
Reservations for candidates of different categories on the regular state seats will be as under as per the prevailing reservation policy adopted by the Rajasthan Agricultural University, Bikaner

i. 16 per cent seats are reserved for natural born (not adopted) candidates belonging to Scheduled Castes (SC) as notified in the Presidential order for the state of Rajasthan. Out of the above reserved seats 25% shall be reserved for girl candidates of Scheduled Castes (SC).
ii. 12 per cent seats are reserved for natural born (not adopted) candidates belonging to Scheduled Tribes (ST) as notified in the Presidential order for the state of Rajasthan. Out of the above reserved seats, 25% shall be reserved for girl candidates of Scheduled Tribes (ST). Two seats are reserved for Tribes of Lakshadweep vide order of Govt. of Rajasthan, Jaipur, letter No.FMUM/4/P 1(1) medical/2001/1306-8 dated 28.2.2001. These 2 seats will be derived out of the prescribed seats reserved for Scheduled Tribe category (both boys and girls).
iii 21 per cent seats are reserved for natural born (not adopted) candidates belonging to Other Backward Classes (OBC) as notified in the Presidential order for the state of Rajasthan. Out of the above reserved seats 25% shall be reserved for girl candidates of Other Backward Classes (OBC).
iv After deducting reservation of for SC, ST and OBC categories in regular state seats, the remaining seats will be treated as unreserved seats. Out of the above unreserved seats, 25% shall be reserved for girls.
v Two seats i.e 3 per cent of the total seats are reserved for Physically Handicapped candidates. The seats reserved for Physically Handicapped candidates shall be derived out of the prescribed seats for categories of Scheduled Caste, Scheduled Tribe and Other Backward Classes unreserved seats (both boys and girls) as per their standing in RPMT/RPVT merit. Physically handicapped candidates shall have to appear in person for counselling and no representative shall be allowed.
All the Physically handicapped candidates have to appear before Medical Board constituted by The Principal, S.P. Medical College and Associated group of hospitals, Bikaner.

Note: The unfilled seats in SC/ST categories can be transferred vice-versa if successful and eligible candidates of RPMT/ RPVT are not available under any of these categories. If successful and eligible candidates of RPMT/ RPVT are not available in the reserved categories, the remaining unfilled seats under these categories shall be transferred to the unreserved category and filled up from the candidates of unreserved category.

Payment seats at College of Veterinary and Animal Science, Bikaner
There is no reservation on payment seats. The candidates on 15 (Fifteen) payment seats of College of Veterinary and Animal Science, Bikaner will be admitted by the under graduate admission board on overall RPMT/RPVT merit basis from the successful and eligible candidates of RPMT/RPVT. The Professional Fees of payment seat, will be on the basis of per professional programme over and above the regular fees of college / Hostel/ any other. If any student fails in any of the professional programme , he would have to pay the same additional amount of Professional Fees per professional programme over and above the regular fees of college / Hostel/ any other for repeating the programme in which he/she has failed. Professional Fees shall be the amount as declared by the University and notified. The university holds the right to revise it at any time during the course and the candidate will have to pay the revised amount from the date prescribed by the university onwards for the remaining period of the course.
The professional fees once paid is non refundable, even if the candidate admitted under payment seat category opts to leave the college for reason whatsoever. Decision regarding option by the candidate for admission on payment seat shall be final and the candidate will have compulsory to abide with his decision to opt for admission on payment seat. The candidate once admitted on payment seat shall not be considered for admission on any unfilled /vacant seat of any of the category under regular state seats.

3. Rules for breaking tie
In case of candidates securing equal marks in the RPMT/RPVT (tie) merit after breaking the tie shall be determined in the following order of preference.
i. One who has secured more marks in Science Biology group subjects (Physics, Chemistry and Biology) at the Senior Secondary (10 + 2) examination or its equivalent recognized examination.
ii. Among the candidates securing equal number of marks in the Science Biology group subjects at the Senior Secondary (10 + 2) examination or its equivalent recognized examination, preference in order will be given to the candidate who has passed this qualifying examination in lesser number of attempts.
iii. If there is further tie, preference in order will be given to the candidate who has secured more marks in Secondary school examination or its equivalent recognized examination.

4. Eligibility
Barring the candidates covered under clause 2 A (a) mentioned above, the candidates must fulfill the following criteria for admission to B.V.Sc. and A.H. course programme.
a. Age: The candidate must have completed the age of 17 years on or before 31st December of the year of RPMT/RPVT examination.
b. Educational qualifications
The candidate must have passed the Senior Secondary examination (Science Biology group) conducted by a Statutory Board at the end of 12 years study under 10+2 pattern of the Secondary Education or any other examination recognized equivalent to it in all the compulsory subjects including English and optional subjects of Science Biology Group (Physics, Chemistry and Biology) on the last date of submission of the application form for RPMT/RPVT.
Or
The candidate who is taking up the qualifying examination prior to the RPMT /RPVT and whose result has not been declared by the last date of submission of application form, may also apply and take up the said test but he/ she shall not be eligible for admission to B.V.Sc. & A.H. course programme if he/ she does not pass the qualifying the examination with the required pass percentage of marks at the time of admission to the B.V.Sc. & A.H. course programme.

c. Domicile
(i) Natural Father /Mother of the candidate who has continuously resided in Rajasthan for a period of at least 10 years.
Or
(ii) The candidate is the Son/ Daughter of serving or retired employee of
a. Government of Rajasthan including officer of All India Services on the State Cadre of Rajasthan or
b. Undertaking/ Corporation/ Urban Improvement Trust/ Municipal Bodies duly constituted by the Government of Rajasthan by the act of Law or
c. any of the Universities established under the act in Rajasthan or Board of Secondary Education, Rajasthan provided that the employee has worked in the Rajasthan for three years preceding the last date of submission of the application form of RPMT/RPVT.
Or
(iii) The candidate is the Son/ Daughter of a permanent employee of Defense Service and the employee is either of Rajasthan origin irrespective of his place of posting or is posted in Rajasthan at the time of last date of the application form for admission provided that in case Defense Personnel from the Rajasthan origin, a Certificate has to be submitted by him from the employer to the effect that his state of origin is Rajasthan at the time of entry into the service.
Or
(iv) The candidate is the Son/ Daughter of a Judge of Rajasthan High Court subject to that he/she submits an undertaking/affidavit stating that such benefit is not claimed or availed by them in any other state.
d. The candidate shall have to obtain at least 50 % marks in aggregate in Physics, Chemistry and Biology with at least 33% marks in each individual subject i.e. Physics, Chemistry and Biology in the RPMT/ RPVT, on the basis of result of which the above admission to B.V.Sc. & A.H. Course programme will be regulated.
The natural born Scheduled Caste/ Scheduled Tribe candidates may be given a relaxation of 10 % in the aggregate marks maintaining at least 33 % marks criterion in individual subject in RPMT/ RPVT in case the seats under these two categories (SC & ST) remain unfilled.
In case, if still (after allowing 10 % relaxation of marks in the minimum aggregate marks obtained in RPMT/ RPVT) sufficient number of scheduled caste/ scheduled Tribe candidates are not available for filling up the seats under these two categories then a further relaxation of 5% in minimum aggregate marks required in RPMT/ RPVT may be given to candidates of these categories maintaining at least 33 % marks criterion in individual subject in RPMT/ RPVT. No relaxation in any case or any category will be given in the required minimum pass marks of 33 % in each individual subject i.e. Physics, Chemistry and Biology in the RPMT/ RPVT.

5. Counselling
Candidates eligible for admission on the basis of merit of RPMT /RPVT in their respective categories shall be called by the UG Admission Board, constituted by the Rajasthan Agricultural University, Bikaner for admission to B.V.Sc. & A.H. programme through college notice board and notification in state level newspapers. No intimation regarding the counselling will be given to the candidate individually by post or otherwise. The candidate found unsuitable by the UG Admission Board will be rejected.

Verification of documents:
The candidates must bring compulsorily following original documents for verification on the day of counselling along with their two sets of attested photocopies.

i. One recent colour photograph with name and date of taking photograph
ii. RPMT/ PVT Mark sheet
iii. Mark sheet of Senior Secondary Examination
iv. Marksheet and Certificate of Secondary Examination (For proof of age)
v. Character certificate from the institution last attended
vi. Domicile certificate of Rajasthan
vii. Cast certificate
viii. The candidate claiming admission under physically handicapped category must bring compulsorily the certificate showing his / her physical disability issued only by a statutory Medical Board constituted by authority of any Govt. Medical College of Rajasthan.
ix. Any other document required to prove the eligibility for admission.
Admission of candidates who have passed the qualifying examination from the University / Board of the state other than Rajasthan will be provisional till the Eligibility certificate is issued by the Rajasthan Agricultural University, Bikaner after fulfilling the necessary requirement by the candidate.
If for the reasons, to be recorded in the writing the Admission board suspects that a particular candidate had obtained a certificate by misrepresenting the facts, the matter will be referred to the concerned District Magistrate. The decision of the UG Admission Board pertaining to any matter/dispute in the counselling /admissions shall be final and binding.
Notes:
1. The relevant certificates required to decide eligibility will have to be furnished by the candidate.
2. The residence certificate where-ever required will have to be duly signed by District Magistrate of the concerned District with the official seal.
3. In case of serving personnels where service conditions have resulted into eligibility, a certificate of employer will have to be submitted by the candidate.
Any person other than the parents of the candidate can become guardian, only if the parents of the candidate are not alive or have been declared insane.
In case the candidate himself/ herself, due to valid reason, is unable to attend the counselling in-person, he/ she may authorize a person (preferably father / mother) to attend the counselling on his/ her behalf on the above mentioned date and time. A request letter of authorization from the candidate addressed to the Chairman, UG Admission Board, College of Veterinary and Animal Science, Bikaner should contain the reason for not attending the counselling in-person and proper authorization of the person under his/ her signature alongwith photograph and signature of the authorized person, both duly attested by the gazetted officer. Proforma of authorization is given in Annexure I. Without proper and attested authority letter from the candidate no representative shall be allowed to appear for counselling

6. Medical Examination
All the candidates provisionally admitted B.V.Sc. & A.H. course by the Undergraduate Admission Board will have to undergo Medical checkup at SP Medical College and Associated group of hospitals, Bikaner for physical fitness. The admission of candidate found unsuitable in this medical examination will be cancelled.

7. Closure of admissions
Once all the seats of a particular college are filled up, the admission for that batch will be declared closed by the Chairman of the faculty of Veterinary and Animal Science on the recommendation of UG Admission Board. After declaration of closure of admission no admission will be given if any seat falls vacant due to reason whatsoever (including admission withdrawal/ dropping from the course programme /cancellation of admission absence of candidate etc.)

8. Rajasthan Agricultural University, Bikaner reserves right to admit or reject admission of any candidate without assigning any reason. The jurisdiction for legal cases arising out of admission in BVSc & AH Programme on the basis of RPMT/RPVT shall be limited to the Rajasthan High Court, Jodhpur only.

9. The fee and other charges including hostel rent once paid shall not be refunded even if a student leaves the institute for any reason. No correspondence in this matter shall be entertained

10. Each candidate admitted to B.V.Sc. & A.H. programme shall be required to fill up the admission form to be obtained after paying prescribed charges on the day of admission is finalized. The candidates/representatives while attending counselling should take a note of the following points, apart from general rules here in. These points shall not be reproduced again in the advertisement of Admission Notification and therefore must be carefully considered and preserved to be utilized before coming for counselling.

11. Changes in Rules
Changes/ Ammendments in rules mentioned above can be done at any time by the Rajasthan Agricultural University, Bikaner even after the declaration of the result of RPMT/ RPVT or at the time of admission to the B.V.Sc. & A.H. course. The candidates will have to abide compulsorily with such changes.

GUIDELINES FOR CANDIDATES APPEARING AT THE COUNSELING FOR ADMISSION TO B.V.Sc. & A.H. PROGRAMME

All the successful and eligible candidates of RPMT/ RPVT examination desirous of seeking admission in B.V.Sc & A.H. course programme running at the College of Veterinary and Animal Science, R.A.U., Bikaner and affiliated colleges (for 30 regular seats each at the Apollo College of Veterinary Medicine, Jaipur and Mahatma Gandhi Veterinary College, Bharatpur) shall be called through advertisement in state’s leading newspaper. They shall be  asked to appear personally for counselling before the Undergraduate Admission Board along with all the original documents RPMT/RPVT examination admission card and mark sheet, Transcript and certificate of Secondary examination, Transcript of 10+2 examination, Domicile Certificate issued by the competent authority, Character Certificate issued by last attended School/College, Medical fitness certificate issued by the Medical Jurist of any Government Medical college of Rajasthan. In addition, the candidates belonging to SC/ST/OBC categories must also bring respective certificate of category issued from the competent authority only) and two sets of duly attested photocopies of above mentioned original documents and four identical recent colour photos at the auditorium of College of Veterinary and Animal Science, Bikaner as per the Category-wise, dates and time schedule to be announced through news paper. In case if the original documents of the candidate have been deposited in any other college, he/she  will have to necessarily furnish a certificate in this regard from the concerned Head of college, other wise he/she will not be considered for admission.

1. The admission board reserves the right to re-schedule the counselling of the day to the following day or any subsequent day(s) as per the requirement of situation.

2. Candidates should note it carefully that no separate call letters shall be sent to them. The candidates are asked to appear at counselling on the basis of the published notification, as per category-wise scheduled date and time, positively. If any candidate remains absent from counselling on scheduled date and time as per this notification, it shall be presumed that he/she is not interested in seeking admission in this course and thus he/she will automatically forfeit his/her right of admission and shall not be considered for admission after the due date and time of counselling. His/ her seat will be filled by the candidate of next lower merit who is present at the time of counselling. He/she, in this way, will also forfeit the right to be considered for subsequent counselling, if any, done by calling candidates lower in merit.

3. The presence of the candidate or his/her authorized representative at the time of counselling is essential. In case the candidate is not able to come for counselling in-person and sends his/her authorized representative, the candidate should  ensure that he/she has verified the signature and photographs of the authorized representative. The photo of candidate in authority letter should also be attested by Gazetted Officer However physically handicapped category candidates must report in person.  No representative on their behalf will be considered to appear in the counselling.

4. In case of admission under 51 state seats at College of Veterinary and Animal Science, Bikaner, the candidates will be required to deposit their fees immediately at the time of counselling. For this, the candidates should bring Rs. 3000/- (Rupees Three thousand only) in cash with them. In case of failure to deposit fees at the time of  counselling, the admission will be automatically cancelled. Except college caution money amount, all other fees, once deposited, are non -refundable.

5. The admission under 15 payment seats at College of Veterinary and Animal Science, Bikaner will be made on merit-cum-reservation policy basis out of the successful candidates of RPMT/RPVT present at the time of counselling after filling the 51 state seats. The candidate selected under these payment seats will have to pay first  professional fees amount (non-refundable)of Rs. 1,00,000/- (Rupees One Lakh only) at the time of  counselling in the form of demand draft only in favour of Dean, College of Veterinary and Animal Science, payable at  Bikaner failing which he/she shall not be considered for admission on payment seats at all. In addition to this professional fees amount, he/she will also have to pay the regular fees amount in cash (approximately Rs. 3000/-) at the time of admission. The professional fees amount (non-refundable) @ Rs. 1,00,000/- (Rupees One Lakh only) per professional programme for the remaining professional programmes (i.e. 2nd, 3rd, 4th, 5th as well as failure(s) professional programmes) will be payable at the time of registration of each professional programme during the course of study in addition to the regular fee. However, if a candidate fails in any annual professional programme(s) during the course of study, he will have to deposit this professional fee amount again for that particular professional programme(s) in addition to the regular fees. The professional fees amount for payment seat, once deposited, is non refundable. The candidates should note it carefully. The status of candidate selected under 15 payment seats of College of Veterinary and Animal Science, Bikaner will not be changed even if any seat subsequently falls vacant in state seats quota under any category.

6. The candidates claiming admission under 3 per cent seats reserved for Physically handicapped/ disabled category must bring compulsorily the certificate regarding his/her permanent physical disability indicating the percentage disability, issued by Medical Board duly constituted by State Government only, which should not be more than three months old. Certificate issued by authority other than such Medical Board will not be considered. If required, the candidates belonging to Physically handicapped/ disabled category may be asked to appear before the fresh medical board at the time of counseling so as to decide the nature and extent of their physical disability. The admission eligibility criteria with respect to physical disability in case of physically handicapped/disabled candidates will be the same as prescribed for recruitment of Veterinary Graduates on certain designated posts by the State Govt. of Rajasthan. There shall be no sub-reservation for boys and girls separately out of 3 per cent seats reserved for candidates of physically handicapped/disabled category. The physically handicapped category candidates provided admission on their merit shall occupy the seat of respective category (General/OBC/SC/ST-Boys and Girls) to which they belong and consequently the number of seats available to non- physically handicapped/disabled candidates in that category  shall stand reduced by equivalent numbers.

7. The candidates will be considered for counselling only up till the availability of vacant seat at their merit position of concerned category. Once all the seats under any particular category are completely filled the counselling for that category will be immediately stopped. Merely calling for counselling as per this notification does not guarantee the candidates for the right of admission.

8. The admissions shall be treated as provisional subject to the final decision of any pending case(s) in any court of law, if applicable to these admissions. Further, the provisional status of admission shall stand cleared only after enrolment by the university.

9. No TA & DA would be paid to candidates called for counselling / admission.

10. The Rajasthan Agricultural University, Bikaner reserves the right to change/amend any rule /fees structure (payment seat fee /regular fee) etc. at any time during the course of study.

11. Candidates appearing for counselling should also see carefully the instructions for admission to B.V.Sc. & A.H. degree courses printed in information booklet (RPMT/RRPVT).  All the judgments relevant to these admissions, passed by any Hon’ble court of justice as well as rules existing at the time of counselling will be applicable on these admissions and the candidates will have to abide compulsorily with such judgments, rules and the changes. 

12. After filling all the regular and payment seats of College of Veterinary & Animal Science, Bikaner the admissions for the session for this college shall be closed and further no admission will be given to any candidate of any category even if any seat falls vacant thereafter.
